A $22.5 billion plan to rebuild Washington Dulles International Airport will funnel years of major construction spending along the Dulles Toll Road corridor that cuts through Reston's technology and office economy.
President Trump formally announced the project Wednesday at an Oval Office event with Transportation Secretary Sean Duffy, United Airlines CEO Scott Kirby, and Metropolitan Washington Airports Authority President and CEO Jack Potter. The overhaul is more than triple the $7 billion MWAA had previously allocated for Dulles modernization.
"So this is not requiring federal dollars," Potter said at the announcement, according to FFXnow. "This is going to be airport-generated dollars, airline contributions, which is phenomenal."
What's changing
The mobile lounges are going. The plan replaces them with an expanded AeroTrain system, a U-shaped passenger rail, a central walking tunnel, and additional moving walkways. The current C and D concourses will be demolished and rebuilt. Concourse D was originally designed as a temporary structure when it opened 45 years ago.
A new above-ground parking garage with 32,000 spaces will be built closer to the main terminal, connected by glass bridges.
The iconic Eero Saarinen-designed terminal roof will be preserved.
In all, the project adds more than 5 million square feet of new or renovated space, according to MWAA. The U.S. Department of Transportation selected the joint MWAA-United Airlines proposal after reviewing more than 30 submissions. The $22.5 billion price tag is more than half the amount spent on all airport construction globally in 2024, the Virginia Mercury reported.
Financing and timeline
MWAA and the airlines serving Dulles will finance the work through municipal bonds and airline contributions. Municipal bonds carry lower interest rates than private-sector debt, MWAA noted. Congress must approve some aspects of the plan, Trump said at the event.
Duffy said construction could begin as soon as spring 2027. Work already underway includes the first segment of a new Concourse E with 14 United Airlines gates, expected to open later in 2026.
What it means for Reston
Dulles sits at the western end of the toll road corridor that runs through Reston and Herndon, home to major technology employers and the Wiehle-Reston East Metro station. Duffy said the project will create "thousands of good-paying jobs," though no geographic breakdown was provided.
The airport handled a record 29 million passengers in 2025, up 6.4%, making it the fastest-growing large U.S. airport by traffic that year, according to Virginia Business. United Airlines accounts for roughly 70% of Dulles traffic.
Industry analyst Henry Harteveldt, president of Atmosphere Research Group, told FFXnow he's "not taking the statement that they are not going to use taxpayer money at face value," noting that runway upgrades, customs facilities, and a possible passenger facility fee could eventually require public funding.
Virginia Gov. Abigail Spanberger voiced support on July 29, saying the project means new jobs and business investment for the Commonwealth.
What's next
Construction will occur in phases while the airport remains operational. The next concrete step is congressional approval of certain elements of the plan, followed by a potential spring 2027 groundbreaking.
