The Fairfax County Board of Supervisors voted unanimously Tuesday, Sept. 29, to fold a county-owned parking lot into a 24-acre rezoning proposal near the Wiehle-Reston East Metro station. The move could open the 1.86-acre Kiss & Ride site to mixed-use redevelopment, as first reported by Patch.
The vote allows the lot, known as the Reston Town Center South Kiss & Ride, to be included in a 23.88-acre rezoning application filed by BDC Reston LLC and BDC Reston Summit LLC. The companies want to rezone four parcels near the southern entrance to the Metro station from the I-4 and Planned Development Commercial districts to the Planned Development Commercial (PDC) district.
The application, RZ-2026-HM-00006, envisions a mix of office, residential, hotel and retail uses, according to the Hunter Mill District land use page. The site sits south of the Dulles Toll Road, west of Wiehle Avenue and north of Sunrise Valley Drive.
Hunter Mill District Supervisor Walter Alcorn moved to approve the action. Board Chairman Jeff McKay seconded. No supervisor opposed or abstained.
Alcorn told the Board the county had held onto the parcel for exactly this kind of moment. When the Silver Line was built, the property "was explicitly not dedicated to WMATA in anticipation of its potential use, or at least coordination as part of a future transit-oriented development proposal," he said.
The vote, Alcorn added, "will at least open the door for consideration of such proposal down the road."
Still, the Board's action stops well short of a development deal. It does not approve redevelopment, and it does not commit the county to selling or leasing the land. Any future disposition of the property would require a separate Board vote.
County staff recommended including the publicly owned parcel so Fairfax County could evaluate an integrated development. Board documents stated the move could advance the county's comprehensive plan, create opportunities for additional housing, improve the public transit facility and strengthen connections between residents and jobs.
Under a planning agreement the Board authorized, BDC will cover all legal, engineering, surveying and consulting costs tied to the rezoning. No county funding is involved.
The county's Department of Economic Initiatives will coordinate with the developer on submissions affecting the parcel. The Department of Transportation and other agencies will join as needed.
The county retains authority over any proposed changes to the Kiss & Ride, bus bays, traffic circulation and other transit facilities. A separate access agreement lets BDC's consultants onto the property for surveys, studies and testing, with insurance and indemnification requirements attached.
