The Pennino Building reopened on Monday, allowing Reston-area residents to access in-person services after a five-month closure.

The building at 12011 Government Center Parkway in Fairfax houses four county agencies: the Department of Family Services, Neighborhood and Community Services, the Community Services Board and the Area Agency on Aging. All four have been locked out since February, when a failed pressure-reducing valve on the third floor sent water cascading through the structure.

The flooding damaged drywall, elevators, electrical systems, and technology infrastructure across multiple floors, according to the Fairfax County Times. County officials said Friday that final inspections are underway ahead of Monday's confirmed reopening.

Air quality was tested throughout the repair process, and no airborne contaminants were detected, the county confirmed.

What was displaced

The closure forced the county to shift a wide range of services to other government buildings, phone lines and online portals. Those services include support for children and families, domestic and sexual violence assistance, mental health and substance abuse programs, developmental disability services and help for older adults.

All of those services will again be available in person at the Pennino Building starting Monday.

Amy Carlini, director of communications for the Department of Family Services, said the department is "happy to be back in the building this week and to welcome residents back next week when it is open to the public."

A closure with no timeline

When the county first announced the shutdown in February, it could not say when the building would reopen. The Fairfax County Emergency Information blog post that day was titled "Pennino Building Closed Temporarily; Reopening Date to Be Determined."

Five months later, the doors open again.

"The Pennino Building will reopen to the public on Monday, July 6, following repairs related to flooding that damaged the facility in February," Fairfax County announced on Facebook. "The community’s patience and understanding throughout the closure is appreciated."

No cost estimate for the repairs has been made public.
